She has performed extensively in most Australian premier comedy venues and on radio. She is a regular host on ABC 774.Catherine&#8217;s views on <a href="http://http://www.theage.com.au/opinion/society-and-culture/watch-those-grammars-20091117-ikd2.html">education</a> and <a href="http://http://www.theage.com.au/opinion/give-thought-to-the-next-wave-20090512-b1xw.html">communities</a> are well known to readers of her columns.  She has recently sparked discussion about <a href="http://http://www.theage.com.au/news/opinion/dyslexics-may-take-a-different-route-but-we-get-there-in-the-end/2008/04/08/1207420388187.html">dyslexia</a>, after writing about her own experiences of struggling with the disorder.</td>

<div>In 1997, MCEETYA (the Ministerial Council for Employment, Education, Training and Youth Affairs) released the <em>National Policy on Adult and Community Education</em> to provide a framework for government activity to recognise and support adult community education. In July 2001, Ministers asked the Adult Community Education Taskforce to review this policy to ensure that the ACE sector is well placed to maximise its contribution to the national education and training effort.</div>
<p>The taskforce developed a Ministerial Declaration on Adult Community Education, which was endorsed by State, Territory and Commonwealth ministers at the 13th MCEETYA meeting in July 2002. </p>
<div>The <a href="http://http://www.curriculum.edu.au/verve/_resources/ace_declaration.pdf" target="_blank">2002 Ministerial Declaration on ACE </a>was reviewed in 2007.  ACEVic </div>
<div>provided a response to this review on behalf of its members.</div>

<div>This new statement supercedes the previous 2002 Declaration. It is designed to inform the policies and actions of all Australian State and Territory governments and the Commonwealth Government. <div>ACE is a unique field in that it sits in both the education and training and the community sectors. It is concerned with not just supporting individuals with skill development, but with empowering and developing communities. ACEVic values the recognition in the Declaration of this dual role. The Declaration identifies that ACE contributes to COAG&#8217;s productivity and workforce skills agendas and also to the Federal Government&#8217;s Social Inclusion policy.</div>
<div>The Declaration identifies the unique opportunties for ACE to deliver vocational education and training to individuals, while at the same time acknowledging the important role of ACE in building community capacity and encouraging social cohesion.</div>
<div>ACE varies widely from state to state with Victoria frequently acknowledged as the leader in fostering its development. Despite different approaches, the COAG Declaration indicates a shared view of its value and potential amongst all Australian governments, which bodes well for the future development of the sector.</div>

			<content:encoded><![CDATA[<p>ACEVic recently prepared a response to the Discussion Paper on the Language, Literacy and Numeracy program.  While only a small percentage of ACEVic members are involved in the delivery of this program, in earlier incarnations, this was a major source of activity for many providers. The introduction of price based competitive tendering, and the huge size of the regions covered by the program, has meant that less and less ACE providers have taken part in a program which is closely aligned to our core business of providing training to educationally disadvantaged people.  Read our submission below.</p>

<p> In addition many members of ACEVic contributed individual responses. There were a number of common themes across the member submissions. These were:</p>
<ul>
<li>ACE providers are confident of their ability to thrive in a more open market, but only where competition is around capacity to attract learners and achieve outcomes, not where competition means a price based &#8220;race to the bottom&#8221; as has occurred in federally funded adult education.</li>
<li>Many adults presenting for ACE programs don&#8217;t fit priority learner groups but are nonetheless seriously educationally disadvantaged and in need of intensive support.  Some examples cited include learners with an undiagnosed mental illness and learners with quals achieved in other countries and in other languages.</li>
<li>ACE providers are struggling to attract and retain teachers under the current funding regime.</li>
</ul>
<p>We look forward to hearing the outcomes of the review.</p>

			<content:encoded><![CDATA[<p>ACEVic has been funded again in 2009 by the ACFE Board to provide business coaching to selected ACE Coordinators and Managers across Victoria. </p>
<p><strong>How to apply </strong></p>
<p>The 2009 program is aimed at those ACE organisations who are facing a significant new business challenge, or who will need to change their business practices to survive in the new contestable environment. Expressions of interest are open and ongoing and will close in August or when the program is fully subscribed (whichever occurs first). There are only 10 places to be offered across the state. Email Sally Thompson at the ACEvic office to lodge your expression of interest. Please include your name, your position within the organisation and the ACFE region you are based in.  We will be consulting with Regional Offices to ensure that the places go to those organisations who need them the most. Once you have been accepted into the program, you will be able to choose your own coach from amongst the trained coaches.</p>
<p><strong>How much will it cost?</strong></p>
<p>The program is fully funded by the ACFE Board.  The provider is expected to cover the costs of phone communication.</p>
<p><strong>The Coaches</strong></p>
<p>The business coaches were nominated by their peers as people with high levels of business and communication skills.  Most have come into the program with previous experiencing in either coaching, consulting, or professional supervision. In addition, they have recently undergone a three month accredited coach training program which included peer coaching and assessment.</p>

<p><strong>What is Coaching?</strong></p>
<p>Coaching is individual professional development provided, in this case, over a 3 month period. A coach works with a client to develop a set of goals, and then supports him or her in their attainment of those goals. A coach is a sounding board, an accountability partner and a source of support.</p>
<p><strong>Why coaching?</strong></p>
<p>Coaching is an ideal methodology for the ACE sector because it:</p>
<ul>
<li>Builds on adult learning principles. A coach assumes that the client is autonomous and resourcesful and that he or she learns best when the training is practical and targeted.</li>
<li>Operates across distances.  Most coaching occurs using phone based sessions. This eliminates the need for travel and means that you can be coached by someone outside your region with whom you are less likely to have a competitive relationship or a potential conflict of interest.</li>
<li>Overcomes isolation. Many Coordinators and Managers answer to volunteer committees of management, making it hard to get the collegiate support and feedback that you need. Coaching can provide these.</li>
</ul>
<p><strong>How does coaching differ from mentoring or professional supervision?</strong></p>
<p>Coaching is very similar to these traditions and incorporates some of the practices of each. Coaching differs from mentoring in that it is a more equal relationship. A coach assumes that the client is the expert in his or her life and has the answers to the challenges of their work, if supported to find them. Coaching is different to professional supervision, in that the focus in on the whole of the Coordinator or Managers work, not just on their interactions with clients. Coaching is also more goal oriented than either of these traditions.</p>
